Dimensions according to Jackill's Starfleet Reference Manual (Vol. II):
Length = 4600M
Width = 4600M
Height = 6900-6950M
I sumit that in order for the exact same design to have been used in TNG as was used in the movies, it would need to be about 1.5 times that size, assuming that the Enterprise is drawn to scale in the book and the figures match that correctly. I find it ludicrous that the federation would have somply scaled the same design up for a new starbase, and am far more inclined that perspective distortion in the movies made it appear smaller in relation to the Enterprise than it actually was.
