Java Scrolling Error

I'm working on a webpage redesign. I'm using some code that I found here (http://robotgirl.net/sabina) .
The code works fine, however, when I create the page, the page that contains the scrooling is too high and to the right. I need to know how to move it. Moving the layer's position around doesn't work, it just moves itself back. Does anybody know how to fix this?
