Thunderbird = Hazard?

I remember a villian who shortly rolled through a story in X-Men, named Hazard. He used gauntlets to harness and control his powers. Now, after a short scuffle, Hazard was soundly and totally defeated in his run for vengence on Professor X.

Now, my question, is Hazard the new Thunderbird? There are similarities in powers, weaknesses, and I think ethnicity. I was just wondering if I was on the ball...
